I don’t care if it is a “hoax” or not, one statement within the published document summary says it all for me:

I agree with or without global warming removing polution from the air can only improve the enviroment and our health.
Cycling and reduced private transport will help toward this aim.
Every time I am cycling along a road in Havering I am horrified by the smells of the gases that are being emitted by cars. Yesterday I imagined that all carbon fuel vehicle drivers should have their exhaust piped to their seat in their vehicle so that they can experience what we cyclists are breathing!

Your suggestion for re-routing vehicle exhausts into their passenger compartments is interesting but I fear it would result in many deaths.
If only there were a safe way of making drivers as aware as we are of the pollution that they cause.
